Smart Card Septage/Wastewater Dump System


General Information

The Smart Card system is a "paperless" system that is designed to offer a Municipality a safe and cost-effective method to handle dump charges to haulers of liquid waste. The Terminal can be set to Charge by Volume (Litres or Gallons) or by Load (Flat Rate).

If the "Charge by Volume" option is selected the card reader system actuates the measurement automatically, with no money kept on site for added security. In this operational mode automatic sampling of the liquid that is being dumped is also an option.

In the "Charge by Load" configuration multiple price points for varying load types or sizes are available. Again no money is kept on site for added security.

The dump inlet is generally a 4" Cam type quick coupling. The size of the pipe and control valves may vary based on the flow rate required. Packages for single and multiple inlet stations are available. A Hot Box insulated/heated enclosure is available where there is no existing building. Existing Dump Stations may also be upgraded with this system. See right side bar for more HOT BOX station information.

The billing function is totally eliminated. All payment for dump charges is in advance of any actual transaction. The stations are "Self Service" and operate 24 hours a day. All of this means no additional operating cost to the Municipality.

Smart Card Personalization Terminal

This terminal is generally located at the Municipal Office. It is used to "Load" the individual Smart Cards with any cash amount up to a pre-set maximum.

Each dump station will require one transaction terminal. When the Smart Card is inserted the user is prompted for his PIN number. Once the PIN is entered, a read out will be given of the value (cash) amount remaining on the card.

In the Charge by Volume mode the user must connect his truck to the station and enter the amount of units (Litres or Gallons) that reflects the maximum capacity of his truck. If there are insufficient funds on the card, they are asked to select a new amount. The system will then debit his card and open the inlet control valve and allow dumping to commence. The units (Litres or Gallons) are displayed as the liquid is dumped. If the flow meter detects that flow has stopped it will "time out" and complete the transaction. The customer can also stop the transaction at any time. At the conclusion of the transaction the card balance is updated and displayed on the terminal. The card is then ejected from the terminal, ending the transaction.

In the Flat Rate mode the user is shown the rate applicable to his account and he is prompted to proceed or cancel the transaction. If the decision is made to proceed, the Terminal will debit his card and then activate the inlet control valve and allow dumping to commence.

Each transaction terminal (dump station) may be programmed with a different dump cost per unit of liquid. The unit cost may be changed at any time by reprogramming the terminal.

The terminal will store the following information in a "comma delineated" format:

  • Date and time of transaction

  • Amount dispensed

  • Customer information to the PIN number (card user) level

This information may be downloaded to a computer and reports generated at any time.

Each card has a programmable chip embedded in it to record the user information and act as the cash storage mechanism. The card is reusable. No magnetic strips are used. There is virtually no limit to the amount of cards that may be issued. The card will work at any dump station located within the Municipality.

Stand-Alone Station in a HOT BOX Enclosure for year round use. Stations are supplied completely assembled including all pipe, valves and fittings. All electrical wiring including the electrical service entrance panel is also included.
